Hard money lenders played a key role last fall when borrowers lost their commitments from Wall Street and needed quick money to rescue their deals. In numerous cases, these hard money lenders stepped into the breach and saved the day. Hard money lenders also have been instrumental in bringing a class of properties to market that prime lenders avoid. Thanks to their financing, millions of square feet of renovated problem properties have been put back into productive use and economic viability. The hard money lenders have become almost institutional at this point, said Jerry Swartz, a principal of Pergolis Swartz Associates. The first part deals with the domestic role of monetary policy and the progressive elaboration of a coherent central banking policy in Canada. This part starts with a historical account of the role of the Central Bank of Canada since its creation in 1934. Then, the author develops an interesting chapter about the proper role of a central bank for financial stability by looking at the Canadian experience regarding bank supervision, settlement management, systemic and liquidity crises, and the lender-of-last-resort operation. The Central Bank of Canada never has been directly involved in the supervision of banks, and John Crow is rightly unhappy with this situation: “The Bank and what it knows cannot be ignored in supervisory decisions regarding financial institutions” (p. 77). The second part of the book analyzes the Canadian experience concerning foreign affairs. The most interesting part concerns exchange rate matters. Canada has a long tradition of a flexible exchange rate regime. The author shows the importance of communicating with financial market actors to limit disruptions in the exchange rate, but he also recognizes that the willingness to be transparent can lead “to confusion instead of clarity” (p. 120).

From the showroom one can peer down a short hall at the end of the store to the large steel door of the vault where the company places its valuable inventory every evening. Monday May 5, 2003 will go down in history as a day to remember in employment law. It was the day the long-debated amendments to the Health Safety in Employment Act finally came into effect. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”

There is no denying the fact airsoft guns–some folks call them softair guns–are a rather unprecedented phenomenon within the world of guns and shooting. These days one can hardly avoid encountering airsoft guns, for they are almost everywhere: in mail-order catalogs, at the mega mart, in gun shops, gun shows and, of course, on the Internet. First and foremost, airsoft guns are stunningly faithful look-alikes of modem firearms. Currently, the vast majority fire plastic 6mm (.24) round pellets ranging in weight from just under 2 grains to about 4 1/2 grains. Without exception, airsoft guns are smoothbores. Despite their smooth tubes, round projectiles and relatively low power, airsoft guns can be surprisingly accurate within their limited effective range. They are called airsoft because most of these guns produce muzzle velocities in the 150 to 350 fps range, depending upon their type (handgun, rifle, subgun, etc.) and power plant. And top of the designer charts is Chanel No5, arguably the worlds most famous perfume, and Harrods annual Christmas best seller. But, although delicious, No5 is one of the block-busters. Better then to visit a Chanel boutique and try something rather different without forfeiting the label status: No22, Cuir de Russie, Gardenia, or Bois des Iles all come in the trademark black on white livery, and are only available direct from Chanel. Most infamous is Cuir de Russie which is an extraordinary and heady mix of leather, bergamot, mandarin and jasmine. When it was first launched in 1924 it was considered far too exotic and sensual for nicely brought-up young ladies. A bottle of the eau de parfum (pounds 86, 14ml), or eau de toilette (pounds 74, pounds 200ml) should make you or someone else very happy indeed. If money is no object, hurry to Harrods and snap up one of the last bottles of Guerlains Djedi which has been re-issued for Christmas. ALL PERFUMES should be labelled with their contents to stop the widespread slaughter of musk deer for their scent pods, the World Wide Fund for Nature (WWF) says in a report it will release today. The WWF is calling on the EU and the perfume industry to stop imports of wild musk from Russia until more research is carried out on their decline. It wants all perfume products to be clearly labelled to make it clear if they use “natural” musk. The report blames over exploitation and poaching for the “massive” decline in numbers. The trade is fuelled by a demand for the deers musk pods which can fetch pounds 28,000 per kilogram - making it one of the costliest products in the world. Stuart Chapman, international conservation officer forWWF-UK, said: “Consumers of perfumes have no way of knowing what they are buying.”

Some educators are being politically correct to the point of having no common sense. Why would you remove a cross from a church? I am a Christian and if I were to attend a service/function at a synagogue, I would expect Torah Scrolls to be there, some men to wear yarmulkes, songs to be sung in Hebrew and to be surrounded by Judaic symbolism. It isnt about me! To put it simply, a church is a church.

Its not cheap: The phone costs $350, or $250 under a launch promotion. And calling prices range from $1 a minute in Western Europe up to $5 in some African, Southeast Asian, and Eastern European countries. To use the service, subscribers must buy a Motorola i2000 phone. It is a “dual mode” phone that works on Nextels iDEN network system in the United States and Latin America, and on the GSM standard that dominates in Europe, Asia, and much of the rest of the world.

SQUIRREL: Grey squirrels have proliferated almost without check and driven the red squirrel to the point of extinction. Although they damage trees and property, many enjoy watching them. BADGER: Badgers are seen by nature lovers as gentle creatures that bring benefits to their environment. Farmers say they should be culled because they spread bovine tuberculosis. MOLE: Unpopular with gardeners and farmers, moles create untidy hills. Yet, thanks partly to The Wind in the Willows, they have attracted a loyal following.
A bacterial protein called Bt toxin makes a safe and effective pesticide. But Bt-proof bugs could render the agricultural resource useless. So researchers at North Carolina State University are helping to develop a test kit that gives farmers early warning of Bt resistance, allowing them to give the affected area a break from Bt before a “super pest” emerges. Each well holds insect food mixed with an indicator dye that turns bug feces blue. Bt susceptible pests sickened by the toxin dont eat - and therefore dont defecate. But resistant bugs produce blue droppings - a quick, colorful warning for the farmer, who would otherwise have to wait a week or so for the insects to die. A large-scale field study of the test kit, sponsored by Cotton Inc., should be completed this spring. (Technology Review, January/February 1999)
Its been a long rime since I have reviewed gopher control in the vineyard. Its appropriate, given the time of year, so I thought we would take a look at it this month. All three rodents damage vines by chewing on them. New plantings and established vines are susceptible to both root damage and girdling. In addition to plant damage, these rodents will also move enough dirt to redirect water away from vines and literally into a hole in the ground. Ground squirrels specifically will chew drip lines and damage emitters. I have observed squirrels chewing things for no other reason than the fact that they are there. Control of these pests is broken into three fairly broad categories: biological, chemical and trapping.

Monday May 5, 2003 will go down in history as a day to remember in employment law. It was the day the long-debated amendments to the Health Safety in Employment Act finally came into effect. Why is this new legislation so important? The term “workplace stress” took on a whole new significance, with new obligations for employers, and potentially serious financial consequences for those who ignore them. Workplace stress is no longer simply a sad fact of life. It is now an officially recognised and legislated “workplace hazard”, with the amendments extending the definitions of “harm” and “hazard” to include physical and mental harm caused by work-related stress. A cursory reading of the new legislation might be enough to instantly treble employers workplace stress, but a deeper understanding goes some way to restoring mental equilibrium. The Occupational Safety and Health booklet, Healthy work, Managing Stress in the Workplace, tells employers that “there is only a requirement to manage work stressors or the individuals stressed situation where you can be reasonably expected to know about the stress. Even then the obligation is only to do what is reasonably practicable in the circumstances.”

When F.M. Chris Rey moved back to St. Louis after a career elsewhere in the military and federal government, he set out to get licensed as a private investigator — and was astounded to learn that licenses were not required in his home state. He quickly got involved with the Missouri Association of Private Investigators and has worked for years to get a state law passed requiring licensure. This year, the bill finally succeeded. The law is already on the books, but licensing is not expected to begin until early 2009. More than 30 other states, including neighboring Arkansas, Kansas, Illinois and Iowa, already require licenses. That, Rey said, was part of the problem. Investigators from other states could come into Missouri and act as they pleased, but with Missouri having no license requirement, private eyes often couldnt technically work in Illinois, for example, without getting that states license. Thats because there cant be a reciprocal relationship unless both states require licenses.

Prosperity in the U.S. construction industry was again on the house, as the residential segment continues to exhibit most of the recent growth in the domestic building industry. The construction industry appears to be hovering at a level close to last years pace, says Robert A. Murray, vice president of economic affairs for McGraw-Hill Construction. Housing remains very healthy, and the upturn for non-residential building in February was a welcome development after a sluggish January. Murray says that higher steel prices could be putting a crimp in the nonresidential segments. Over the course of 2004, its expected that nonresidential building will see a modest strengthening trend. Admittedly, though, this years sharp increase in steel prices has made the nonresidential upturn less certain, given the impact that higher costs and materials shortages may have on individual construction projects. At this juncture, it appears that the nonresidential upturn will be dampened but not derailed, assuming steel prices settle back by midyear, but the situation clearly bears watching.

IDAHO FALLS, Idaho (AP) — A hypnotherapist working in this eastern Idaho city has pleaded guilty to fondling two female patients while they were under hypnosis. Edward Barry Tegeler, 60, pleaded guilty on Friday in 7th District Court. He had been charged in 2006 with four misdemeanor counts of battery, but two were dropped in exchange for the guilty pleas. “I dont remember the event, but I plead guilty,” Tegeler said in court.

Paul Hoffman, a deputy assistant secretary with the Department of the Interior, is looking to take Yellowstone Park off the list of “endangered cultural sites” kept by the United Nations. Yellowstone was placed on the list in 1995 when the area was threatened by a proposed New World gold mine. Hoffman said the gold threat is now gone, therefore the distinction is no longer needed.

The MusicDar Williams discussed during her set the reasons why womyn should switch to organic, unbleached cotton tampons and other products such as sea sponges during our periods. The last decade has been spent with his own band touring the world. Last year conga ace Ray Barreto had the idea, inspired by the “fantasy band”, an ad hoc group of jamming jazz stars, of reconvening Harlow, himself, singer Adalberto Santiago and cuatro player Yomo Toro as the Latin Legends Band. Thus Harlow makes his first ever London appearance on Saturday (Barreto is a regular performer and Santiago was here last year). No longer a breath- bating prospect, perhaps, but a most intriguing one.

It was also generally agreed that if cover was taken and hedge accounting was permitted, the cost of the inventory would be R6oo (the spot rate at the date the deal was made) plus RS (being the cost of the premium attributable to the inventory, i.e. Ri5-Rio) or R6o5. Then along came AC 133 with its embedded derivative in a host supply contract concept. It stated that if the deal was done in a currency that was not the currency of one of the parties to the transaction and the product subject to the transaction was not routinely bought and sold in the currency in which the transaction was entered into, there was an embedded derivative in the contract that had to be separated from the host contract. In the above situation, the embedded derivative would have been a liability of R45 (R6,6o - R6,is). The only way that could understand this concept was to see the embedded derivative liability as an expression of sadness that the deal was entered into in dollars and not in Rand. If the Rand went the other way, it would have been an asset, i.e. an expression of happiness. (A banker once asked me jokingly if he could lend money to a company based on the value of its embedded derivatives in its supply contracts!)

The rash of recent consolidations among industry giants is based on the belief that combined size and technological prowess will lead to a larger market share of direct consumer originations, thereby, in principle, creating market efficiencies, Landau points out. The reality, however, is that borrowers will continue to seek the advice of their broker, attorney or other professional, who will in turn direct them to a mortgage professional in who they have confidence. As a result, he predicts, the more than 60 percent of mortgage originations currently rendered through the mortgage broker or smaller mortgage banker will not drastically change for the balance of the century.

“We know that housing booms dont last forever, and that rising interest rates will push debt service higher for borrowers relying on some of these emerging mortgage products,” Powell said. “Credit losses are very low now, but mortgage lenders need to be prepared for higher losses. But in what might be the leading edge of a trend, 17 percent of the companies surveyed recently by Mercer Human Resource Consulting say they are lowering their 2003 salary increases–or are considering doing so–to offset health-care cost increases. OAKLAND — In response to a fire last week that engulfed Sun Hop Fat Supermarket in the Eastlake district near Chinatown, local merchants will host a community meeting today to discuss fire prevention. Representatives from the city of Oakland, the Oakland Police Department and Oakland Fire Department have been invited to share methods and techniques for preventing fires in commercial spaces. Organizers say the meeting will serve as a forum to share information on reporting arson-related incidents and facilitating communication between the Eastlake neighborhood and local agencies.
Dear Abby: Over the past 25 years, Americans have done a great deal to prevent fires in their homes. Home fire fatalities in the United States have dropped 50 percent since the 1970s, thanks in part to public awareness and education. Technology such as smoke alarms has helped, too — by alerting home occupants when fires start and giving them time to escape. Candles have become such popular decorative accessories that during the past decade in the United States, fires caused by candles have tripled in number to 18,000 per year. Thus Donatello and Ghiberti became sculptors, Ghirlandaio and Andrea del Sarto became painters, and Pollaiuolo and Verrocchio worked in several mediums, returning to goldsmith work and jewelry at will. The fashion for decorative emblems and badges was taken up with enthusiasm in the courts of Europe during the Renaissance. Both devotional and amorous allusions are common in these decorative devices, which closely echo contemporary jewel work. One of the most charming designs for an emblem shows Cupid rashly pursuing the sweetness of the honeycomb only to be stung by the bees who have made it (Pl. XIII), a poignant allegory of the pleasure and pain of love. The Netherlandish hat badge in Plate IX is an emblem depicting a woman choosing between two suitors surrounded by a motto that can be translated “love is something but money is everything.”

Overall about 17 percent of Americans are either very or moderately worried about not being able to make the minimum payments on their credit cards. Another 22 percent say they are not too worried, and 46 percent say they are not worried at all.
TIS THE SEASON of giving. For many, its also the season of credit card debt. Holiday shopping seems to come out of nowhere, catching shoppers financially unprepared for the extra expenses and turning to their credit cards. That leads to whats known as a “holiday hangover” in January, when consumers open up their credit card statements.
Shoppers are carrying nearly $1,000 less than last year in credit card debt, a sign they will be spending more this holiday shopping season. A recent survey by Rockville-based Myvesta.org, a consumer education organization, found Americans have an average credit card debt of $2,294 this year, down from $3,250 in 2002. One analyst believes the rise in mortgage refinancing is allowing consumers to pay off credit card debt.
